This curb-to-curb service is provided to all county residents without regard to race, color, or national origin, who are over age 60 and/or disabled. In addition, services are available to residents who are honorably discharged veterans or live in rural areas of the county. Shuttle routes are open to the general public. Children under 18 must be accompanied by an adult (excludes shuttle services). Shuttle services are open to the general public.
The suggested fare/donation is $1.00 per trip.
WCT and Easton Coach Company reserve the right to record and monitor activity within and around the buses for safety of the drivers and all of the passengers, including but not limited to the use of interior and exterior bus cameras.
1. Demand Response Trips
Demand response trips are provided Monday through Friday. Trips are scheduled on a first-come-first-serve basis. Local Service Area includes all areas of Warren County, as well as five (5) miles outside the county borders. See also Food Shopping.
Eligible veterans can schedule transportation for the following VA centers: Port Murray, Morris Plains, Lyons, Newton, and East Orange, NJ or Allentown, PA..
2. Senior Transportation
To be eligible for senior transportation to nutrition sites and Saturday shopping, customers must first register with the Division of Aging & Disability Services at 908-475-6591.
3. Warren County Shuttle
The Warren County Shuttle is open to the general public.
The Warren County Phillipsburg/Washington Shuttle runs Monday - Friday, starting at 6:00 a.m with the last run beginning at 6:00 p.m. The Saturday Phillipsburg/Washington Shuttle starts at 9:00 a.m. with the last run beginning at 4:00 p.m.
The Warren County Hackettstown/Washington Shuttle runs Monday - Friday starting at 8:00 a.m. with the last run beginning at 4:30 p.m.
Customers can transfer between the shuttles.
Route deviation service is open to the general public when conditions allow. All non-scheduled stops and route deviations of 1/8 of a mile must be requested by notifying the driver or by calling Easton Coach at 908-454-4044 or toll-free at 866-594-4044. Customer Guidelines
All services are curb-to-curb.
Personal assistants, service animals, and customers using respirators or portable oxygen are permitted on WCT vehicles.
No bikes, razor scooters, or skateboards.
No smoking, littering, eating, and drinking on any vehicles. Customers who appear to be under the influence will be refused services or removed from the vehicle by the police.
Car Seat/Booster Seat: parents/guardians must be supply the appropriate seat for child(ren) under the age of 8 or 80 pounds The driver may assist in securing the seat into the vehicle. Parents/guardians must secure the child(ren) into the car /booster seat.
Passengers under the age of 18 must be accompanied by an adult (shuttle service not included).
Loud music and/or foul language is prohibited.
Tipping the driver is prohibited. Suggested fares can be placed in locked fare boxes on WCT vehicles.
Only scheduled customers will be transported (excludes shuttle services).
Seatbelts must be worn by all customers. The driver will not transport any customer without a seatbelt. If you refuse to use the seatbelt, you may be asked to leave the vehicle, unless physician documentation is on file.
Shoes and shirts must be worn at all times.
Be ready at least 15 minutes prior to your scheduled pick-up time. On the return trip please be outside the door you were dropped off, the driver will wait 3 minutes after your scheduled pick-up time, unless prior arrangements have been made.
No standing or changing seats while the vehicle is in motion.

The Board of County Commissioners, through the Department of Human Services, administers the Warren County Transportation (WCT) system. The current WCT provider is Easton Coach Company, located in Phillipsburg, NJ. WCT is funded by Warren County, the Federal Transit Administration (FTA), and New Jersey Transit (NJT).
Warren County offers two different shuttle routes to the general public.

Phillipsburg/Washington Shuttle
Monday - Friday Starts at 6:00 a.m. and last run begins at 6:00 p.m.
Saturday runs start at 9:00 a.m. and the last run begins at 4:00 p.m.
Runs start at St. Luke’s Warren Campus and end at Abilities in Washington.
Hackettstown/Washington Shuttle
Monday - Friday starts at 8:00 a.m. and the last run begins at 4:30 p.m.
Runs start at Abilities in Washington and end at Lowe’s in Hackettstown.

You are allowed one folding cart or stroller per ride as long as you board the vehicle using the lift.

- 3 Business days notice is required to schedule a shopping trip.
- A call the Friday before your shopping trip between 2:00 pm and 5:00 pm is required to to determine your pick up time.
- Pick up time will vary depending on the number of participants scheduled for the shopping trip.
- Selection for shopping location is determined by pick up location.
- Arrival at the shopping location is approximately 10:00 am.
- Participants have 3 hours to complete their shopping from the drop off time.
- Approximate pick up time for the store is 1:00 pm
- The shopping trip scheduled for the 2nd Saturday of the month is subject to cancellation due to lack of participation.

ADA COMMITMENT AND COMPLIANCE
Warren County and its community transportation vendor are committed to ensuring that no person is excluded from participation in or denied the benefits of its services on the basis on their disability as provided by the Americans with Disabilities Act.
Warren County and its community transportation vendor management, and all supervisors and employees share direct responsibility for carrying out the Warren County and its community transportation vendor commitment to the ADA. Warren County Department of Human Services – Transportation Coordinator and its community transportation vendor Operations Manager are responsible to ensure accountability in this commitment and supports all parts of the organization in meeting their respective ADA obligations. The Department and its community transportation provider will coordinate internally with all appropriate offices in the investigation of complaints of discrimination and takes a lead role in responding to requests for information about either the County or its community transportation providers civil rights obligations and operations.

What Happens to my ADA Complaint of Discrimination to Warren County?
All ADA complaints of discrimination received by the Department of Human Services are routed to local area management for prompt investigation and resolution. All complaints received will be investigated, so long as the complaint is received within 180 days from the date of the alleged discrimination. The County Department of Human Services will provide appropriate assistance (online and otherwise) to complainants who are limited in their ability to communicate in English or require accommodation. Complainants will be requested to leave contact information for follow-up about their complaints.
The Warren County Department of Human Services aims to complete investigations into all complaints received, within 90 days of receipt. In instances where additional information is needed to complete an investigation, the investigator will contact the complainant using the contact information provided. Failure of the complainant to provide contact information or any requested additional information may result in a delay in resolution, or the administrative closure of the complaint. The County of Warren has a zero-tolerance policy on discrimination and will take appropriate corrective measures in all instances where a violation of Warren County non-discrimination policy has been established.
Once a complaint investigation is complete, complainants will receive a notice of finding via their preferred/available mode of contact (phone, E-mail, U.S. post, etc.). If no contact information is provided, a note regarding the outcome of the investigation will be saved on file for a minimum of three years. Complainants can contact the Warren County Department of Human Services – Transportation Coordinator at any time to check on the status of their complaint.

Notice of Public Hearing: 2026 Casino Revenue Grant
The Warren County Department of Human Services, Division of Administration announces that a public hearing will be held on Thursday, September 4, 2025 at 1:30 pm to discuss the 2026 Casino Revenue Grant Application. This meeting will be held in person at the Warren County Richard D. Calendar year 2026 Casino Revenue funding is available between January 1, 2026 and December 31, 2026 for transportation services to senior citizens and disabled residents through the Warren County Transportation (WCT) system. The funds available to Warren County in 2026 are: $856,452. This funding is part of the county’s existing paratransit program. The program’s 2026 budget goals and objectives will be reviewed.
